The Small Business Program serves the U.S Nuclear Regulatory Commission (NRC) and the business community by advocating for small businesses, including businesses owned by the disadvantaged, women, veterans, and service-disabled veterans, and companies located in Historically Underutilized Business Zones (HUBZones). Vision Statement

The NRC Small Business Program envisions the maximum practical use of small businesses in the agency’s base of contractors that support the mission and objectives of the agency.

The NRC Small Business Program operates under the authority of the Small Business Act, as amended.

Roles and Responsibilities

Consistent with the Small Business Act, the NRC Small Business Program supports and advocates for the Federal portfolio of small business programs. Roles and Responsibilities include:

  • Advise the Commission and Executive Director for Operations on all matters related to small business.
  • Ensure that small businesses have maximum practicable opportunities to participate in NRC prime contracts and subcontracts through compliance with small business laws and Federal policy.
  • Provide technical assistance and small business counseling to acquisition staff and the business community.
  • Promote the development and management of NRC programs that assist all categories of small businesses.
  • Provide oversight in small business matters for all contracts with a value greater than $150,000.
  • Promote and encourage the routine surveillance of the small business marketplace.
  • Engage in business-related outreach events in support of the Congress, other Federal agencies, State and local government, and the business community.

Program Services

The agency's Small Business Program provides the following services to the business community:

  • Provide technical assistance through training and counseling.
  • Publish an annual Forecast of Contracting Opportunities.
  • Conduct an Annual Business Seminar for the business community.
  • Monitor small business legislation and provide agency input, as necessary.
  • Represent the Agency by participating in business and procurement conferences, and educational forums sponsored by the Federal and local governments, Congress, and local business organizations.
