Printable Version The biographies for all of the former Commissioners in this section are the official ones they used during their Commission terms. Dr. E. Gail de Planque was sworn in as a member of the Nuclear Regulatory Commission on December 16, 1991 to serve a term ending June 30, 1995. Before joining the Commission, Dr. de Planque served as the Director of the Department of Energy's Environmental Measurements Laboratory (EML) located in New York City. As Director, she was responsible for the guidance, direction and management of the programs, activities, budget and administrative functions of the laboratory. Prior to that appointment, she had held the position of Deputy Director, 1982-1987; and since 1967, had served as a physicist with the Radiation Physics Division. EML, a direct descendant of the Manhattan Project, is particularly renowned for its long-standing global radiation fallout programs as well as for research on radiation dosimetry, radon and radiation problems associated with nuclear facilities and weapons testing. Dr. de Planque's past research efforts focused on experimental and theoretical investigations involving the application of the basic physics of radiation interactions with matter to problems of radiation protection. Her technical areas of expertise include solid state dosimetry, radiation transport and shielding, environmental radiation, nuclear facilities monitoring and problems of reactor and personnel dosimetry. Dr. de Planque's professional activities have included extensive participation in standards management and development, both nationally and internationally. She has published over 65 scientific journal articles, proceedings and reports and has given numerous scientific lectures both in the U.S. and abroad. She has served on the editorial board of the 'Radiation Protection Dosimetry' journal and on the scientific advisory and editorial committees of the series of International Conferences on Solid State Dosimetry. Dr. de Planque is a member of the National Council on Radiation Protection and Measurements. She is a member of several professional organizations including the Health Physics Society and the American Nuclear Society (ANS), of which she is a Fellow. During 1988-89, Dr. de Planque was President of the ANS, a scientific and educational organization dedicated to the study of nuclear science and technology. She has also served as President of the Pacific Nuclear Council and was a charter signatory for the International Nuclear Societies Council, established in 1990. Dr. de Planque received an A.B. Degree in mathematics from Immaculata College in 1967, an M.S. Degree in physics from New Jersey Institute of Technology in 1973, and a Ph.D. in Environmental Health Sciences from New York University in 1983. She has also served as an Adjunct Research Professor at the New York University Medical Center. In 1990, Dr. de Planque received the national "Women of Achievement in Energy" award and in 1991, the Outstanding Woman Scientist of the Year award from the New York Metropolitan Chapter of the Association for Women in Science.
