Office of International Programs

Provides assistance and recommendations to the Chairman, the Commission and the NRC staff on international issues. Provides overall coordination for NRC's international activities. Plans, develops and implements programs, in concert with other NRC offices, to carry out policies in the international arena, including export and import licensing responsibilities. Establishes and maintains working relationships with individual countries and international nuclear organizations, as well as other involved U.S. Government agencies.


International Cooperation and Assistance Branch

Chief: Eric Stahl

Coordinates with colleagues across the NRC, U.S. Government, and around the world to facilitate and implement the NRC’s international cooperation and assistance activities in support of the NRC’s mission consistent with the agency’s International Strategy.  Advises the Commission, senior management, and NRC staff on global nuclear safety, security and nonproliferation activities and serves as subject-matter experts for civil nuclear and radiation safety and security programs. Manages the International Assignee Program.

Export Controls and Nonproliferation Branch

Chief: Peter Habighorst

Licenses exports and imports of nuclear equipment and radiological materials; Performs rulemaking activities, public outreach, and oversight of licensees associated with Part 110, "Export and Import of Nuclear Equipment and Material," of Title 10 of the Code of Federal Regulations; Support Executive Branch nuclear non-proliferation initiatives; Support bilateral and multilateral discussions on export controls; IAEA’s Code of Conduct and Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management.

International Operations Branch

Chief: David Humerick

Manages the agency’s International Activities quarterly and annual performance reporting; office-level budget execution and agency level representational funds; monitoring the agency’s International Activities Program budget execution; reasonable assurance and internal controls; support to the agency’s Nuclear Safety Attaché; and requests for training by foreign nationals; official passports and visas; coordination of interpreter and translation services; information and database management, human capital functions and activities including vacancies, awards, and position descriptions; current news; monitoring and reporting staff training; office moves; freedom of information act (FOIA) requests/responses; and time and labor (T&L).
