Division of Reactor Projects

Implements and coordinates the inspection of all reactors and related project management activities. Supervises and directs the resident inspection staff at each reactor facility and coordinates site inspection activities with the Division of Reactor Safety. The span of activities includes, but is not limited to, routine, special, and reactive inspections; enforcement; assessment; allegation follow-up; and the recruiting and training of staff. Coordinates with the Project Division of the Office of Nuclear Reactor Regulation.

Plans, directs and coordinates the inspection activities and related project management functions at assigned reactor facilities. Supervises and trains staff, including resident inspectors. Performs assessment of power reactor facilities, which includes baseline and supplemental inspections, enforcement assessment, allegation follow-up, and the recruiting and training of staff. Coordinates inspection activities with the Division of Reactor Safety and the Office of Nuclear Reactor Regulation. Acts as liaison with the Project Division counterpart in the Office of Nuclear Reactor Regulation.

Plans, directs, and coordinates the inspection activities for the Problem Identification and Resolution inspection program. Supervises and trains staff, including qualifying inspectors in the Resident Inspector Development Program and Senior Reactor Analysts. Provides program support for the performance of Temporary Instruction inspections, Special Inspections, and Supplemental inspections. Assists with the implementation of Management Directive 8.3. Provides Technical Support for implementation of the Reactor Oversight Program. Completes phase 3 of the Significance Determination Process and provides risk insights, and risk analyses for both inspections and emergent issues. Maintains the applications of the Reactor Program System. Monitors internal controls, FTE utilization, operating plans, and other metrics. Coordinates and facilitates assessment meetings. Coordinates and executes self-assessments and audits, participates on program-office working groups, evaluates Operating Experience, and coordinates Inspection Manual reviews for Reactor Oversight Program enhancements. Acts as the primary regional liaison with the Office of Nuclear Reactor Regulation, and the industry.


Division of Reactor Safety

Implements the NRC's Reactor Oversight Program in the areas of engineering, maintenance, radiological controls, emergency preparedness, security, and operator license requalification. Implements the NRC operator license examination program; the fuel facilities security inspection program; the license renewal inspection program; the independent spent fuel storage installation inspections program. Provides specialized technical support. Reviews license changes to emergency preparedness and security plans. Coordinates with the technical Divisions in the Office of Nuclear Reactor Regulation, the Office of Nuclear Security and Incident Response, and the Office of Nuclear Material Safety and Safeguards.

Engineering Branch 1

Inspects reactor licensee activities in the area of engineering. Provides technical expertise and support in the engineering areas of design, modifications and evaluations of changes, tests and experiments. Conducts Region-based baseline and supplemental engineering inspections.

Engineering Branch 2

Inspects reactor licensee and fuel facility activities in the areas of fire protection and problem identification and resolution. Provides technical expertise and support in the fire protection area and risk analysis. Conducts Region-based baseline and supplemental fire protection inspections and problem identification and resolution inspections.

Engineering Branch 3

Chief: Binoy Desai

Inspects reactor licensee activities in the areas of in-service inspection program, maintenance rule implementation, heat sink performance, health physics, and environmental and effluent monitoring and controls. Provides technical expertise and support for the license renewal inspection program; the reactor and fuel facility construction programs; and independent spent fuel storage installation inspection program. Also, provides technical expertise and support for the radiation protection program. Conducts Region-based baseline and supplemental inspections, as needed.

Inspects reactor licensee and fuel facility activities in the area of security. Provides technical expertise and support for the security safeguards programs. Conducts Region-based baseline and supplemental security inspections at reactor and fuel facilities, as needed.

Administers the operator licensing program by conducting operator requalification training inspections, and operator licensing examinations. Provides technical expertise and support for the operator licensing program. Conducts Region-based baseline and supplemental operator licensing program inspections.

Operations Branch 2

Administers the operator licensing program by conducting operator requalification training inspections, and operator licensing examinations. Provides technical expertise and support for the operator licensing program. Conducts Region-based baseline and supplemental operator licensing program inspections. Also inspects reactor licensee activities in emergency preparedness. Provides technical expertise and support for the emergency preparedness programs. Conducts Region-based baseline and supplemental emergency preparedness inspections, as needed.


Division of Fuel Facility Inspection

Implements and coordinates the inspection of all Fuel Facilities and classified information security programs in the United States. Supervises and directs regional fuel facility inspectors and senior resident inspectors at selected fuel facilities, and coordinates physical security inspections with the Division of Reactor Safety. The span of activities includes, but is not limited to core, supplemental, and reactive inspections; enforcement; assessment; allegation follow-up; and the recruiting and training of staff. Coordinates with the Division of Reactor Safety, the Office of Nuclear Security and Incident Response and the Office of Nuclear Materials Safety and Safeguards.

Projects Branches 1 and 2

Supervises and trains staff, including senior resident inspectors. Division of Resource Management and Administration

Performs administrative functions in human resource management, contract administration, budget and fiscal management, ADP services, space and property management, telecommunications, and general administrative services, including license fee management and FOIA processing.

Information Resources Branch

Chief: Shawanna Heath

Responsible for providing Information Technology (IT) solutions and administrative services that best meet the region’s needs to have effective internal operations.  The Branch provides efficient, secure infrastructure and software applications that enhance access to information, reduce unnecessary duplication and support the region’s operating goals and objectives.  The Branch is also responsible for effective management of the region’s IT assets and resources and exercises procurement oversight. The Branch is also responsible for the region’s administrative assistant resource structure ensuring all functions in this area is efficiently and timely achieved.

Financial and Information Management Branch

Chief: Clinton McGill

Responsible for delivering value added resource management services such as formulating and executing the region’s operating budget, providing travel services, purchasing needed supplies, services, and equipment, property management, supply management, facility and space management, HRMS time and labor administration, licensee fee program management, and performance management.  FIMB interprets and provides guidance and oversight of federal fiscal and financial laws, regulations and agency policies.  FIMB staff recognizes that execution of the budget allowance, the management of property and space, the purchase of goods and services, and performance management are critical and essential to the overall operation of the region. Responsible for mail processing services, limited duplication and reproduction service, property management,  supply management, records management, facility management, building janitorial services oversight, building security oversight, badging processes for building access, site access processing, and processing of Freedom of Information Act requests.


Division of Construction Oversight

Director: Omar Lopez Santiago

Responsible for inspection and technical evaluation of all NRC regulated areas associated with new construction of commercial nuclear facilities. Responsible for project management activities for these facilities and oversight of the associated inspection program. Acts as the focal point for coordination with headquarters program offices in the new construction area. Responsible for the development and implementation of inspection programs as a part of the initial test program, the operational programs and the initial startup testing program.

Construction Inspection Branch 1

Chief: Nicole Coovert

Responsible for evaluation and inspection of Vogtle Units 3 and 4 construction. Provides program management, scheduling and coordination, and inspection program oversight for the assigned site. Focal point for coordination with headquarters program offices for the assigned new reactor construction site. Responsible for the conduct of technical inspections at the assigned site including the resident inspector program and routine site activities, e.g., allegations and enforcement. Lead licensee performance reviews of the assigned site. Coordinates and manages allegations for all of the new construction sites. Provides inspection program infrastructure management, inspection tracking and data management, and is responsible for contractor oversight. Provides support for guidance/development for new construction, ITAAC review, and inspection planning. Manages CIPMS auditing.

Construction Inspection Branch 2

Chief: Bradley Davis

Responsible for the MOX fuel fabrication facility and future construction at the SHINE Molybdenum-99 production facility and Northwest Medical Isotope facility. Provides program management, scheduling and coordination, inspection implementation, and enforcement and allegation review for these assigned sites. Focal point for coordination with the respective headquarters program offices. Provides the inspection technical expertise and support for the AP-1000 sites and provides input to licensee performance reviews, resource allocation, and inspection planning in the areas of civil/structural, nuclear, mechanical and electrical engineering. Implements construction inspections, allegation reviews, technical reviews, proposes and supports enforcement actions, and implements the preoperational, digital and startup testing program inspections along with Branch 1.
