Coordinating communications as appropriate, with partner stakeholder Federal agencies, Federally recognized Tribal governments, and individual State and local governments regarding emergency preparedness and incident response, the oversight of nuclear facilities and the transportation and disposal of radioactive material.

Implements enforcement policy in the region and coordinates allegation and investigation activities.


Division of Operating Reactor Safety

Director: Julio Lara

Provides implementation policy oversight and direction for the inspection and assessment programs for power reactors, including inspection program management, resident inspection, and allegation follow-up. Serves as the contact with licensees, headquarters office, and the public for power reactors in Region III. Provides for prompt onsite response to reactor events.  Performs inspections of operations, electrical, mechanical, nuclear, and human factor engineering, human performance, risk assessment and management, management of systems, facility operations, and maintenance for all power reactor programs. Conducts the operator licensing function for power reactor facilities. Serves as the focal point for coordinating with technical counterparts and referring potentially generic insights to Headquarters. Manages enforcement and allegation follow-up.

Performs inspection and technical evaluation of plant engineering, design and maintenance activities; supports response to occurrences at facilities and conducts assessments of licensee performance while primarily focusing on mechanical areas. Particular emphasis is placed in the areas of structural design, materials degradation, reactor pressure vessels, steam generators, piping, and related components, processes, and testing.

Technical Support Staff

Provides regional program support regarding operational and strategic activities associated with the implementation of the operating reactor inspection, oversight, and assessment programs, including the oversight of inspector qualifications and training; monitoring operational performance (i.e., metrics); and the implementation of continuous improvement activities and initiatives.

Operations Branch

Chief: April Nguyen

Reviews operator licensing activities at power reactors including the administration of the initial and upgrade examinations for all operators. Assures that NRC examinations and the licensee's training and testing comply with the agency's guidelines. Inspects facility requalification programs, emergency and other operating procedures, and conducts operational evaluations.

Engineering Branch 1

Chief: Karla Stoedter

Performs inspection and technical evaluation of plant engineering, design, and maintenance activities, supports response to occurrences at facilities, and conducts assessment of licensee performance while focusing on both mechanical and electrical areas including transients and integrated plant response. Particular emphasis is placed in the areas of mechanical systems and components including pumps, valves, heat exchangers, and ventilation equipment.

Chief: Richard Skokowski

Performs inspection and technical evaluation of plant engineering, design, and maintenance activities, supports response to occurrences at facilities, and conducts assessment of licensee performance while primarily focusing on electrical areas. Particular emphasis is placed in the areas of electrical systems and components, instrumentation, fire protection, cyber security and environmental qualification.


Division of Radiological Safety and Security

Director: David Curtis

Implements the oversight and inspection programs in the areas of radiation safety, nuclear materials, independent spent fuel storage installations (ISFSI), decommissioning, physical security, and emergency preparedness.  Also, implements licensing activities for materials licensees and the coordination of regional incident response programs.  Provides coordination and oversight of Agreement State programs and activities.  Provides response to events at materials facilities and sites undergoing decommissioning; as well as response to events at operating nuclear power reactors in coordination with the Division of Operating Reactors (DORS).  Manages enforcement and allegation follow-up activities for materials, decommissioning, physical security, and ISFSI related issues.  Provides specialized technical leadership in the areas of radiation protection, physical security, and emergency preparedness in Region III.  Serves as the primary contact with licensees, headquarters offices, and the public for areas of responsibility.  Also, implements licensing activities for materials licensees and the coordination of regional incident response programs.  Serves as the primary contact with licensees, headquarters offices, and the public for areas of responsibility.

Materials Licensing Branch

Chief: Robert Orlikowski

Performs safety and security oversight of nuclear materials licensees by licensing facilities (e.g., hospitals, medical clinics, universities, industrials, research development), activities, and personnel. Provides oversight and performs licensing and inspection activities for the Department of Veteran Affairs Master Materials License. Manages the Financial Assurance Program for materials licenses in Region III.

Materials Inspection Branch

Chief: Rhex Edwards

Performs nuclear materials safety and security inspection activities for medical, industrial, and research and development licensees. Implements enforcement and allegations programs.

Decommissioning, Reactor, ISFSI HP Branch

Chief: David Hills

Performs safety oversight and inspection of independent spent fuel storage installations, reactor and materials decommissioning, and radiation protection at operating reactor facilities.  Performs the decommissioning project management/technical reviewer licensing function for some materials facilities.  Implements enforcement and allegation programs.

Security, Emergency Preparedness and Incident Response Branch

Chief: Steven Orth

Performs inspection and technical reviews of physical protection programs. Interfaces with other NRC offices and federal and state agencies in the resolution of generic issues. Performs review of changes to security plans. Performs inspection and technical reviews of emergency preparedness programs.  Performs review of changes to emergency plans.  Maintains the Region Incident Response Center; provides technical expertise and support for incident response.  Supports reactive response to occurrences at facilities.


Division of Resource Management and Administration

Director: Kostantina Sotiropoulos

Responsible for human resources liaison management, budget and fiscal management, contract administration, information technology and information management services, administration of the regional drug testing program, space, facilities and property management, telecommunications, office security, regional health and safety, ADAMS implementation and general administrative services, including license fee management and FOIA processing.

Financial Resources Branch

Chief: Anthony Malana

Performs all fiscal activities for the Region including budget formulation and execution, accounting, procurement, contract management, building maintenance, space, office security, and regional health and safety.  Coordinates records/file management and ADAMS implementation.

Technology and Information Resources Branch

Chief: Michael King

Provides information technology/management services, regional computer support, LAN administration, telecommunications services, classified communications, information management/mail processing, document reproductions, vehicle function, property management, and FOIA activities.
