Subject:  Weldments on Opposed Piston and Coltec-Pielstick Emergency

          Stand-By Diesel Gen-Set Lube-Oil and Jacket Water Piping

          Systems



This is the Final Notification Letter pursuant to the Interim Letter

dated September 30, 1997, and to previous supplements 97-002-01, 97-002-

02, 97-002-003, and 97-002-004 dated December 18, 1997, March 3, 1998,

April 29, 1998, and June 24, 1998 respectively.  This letter is intended

to inform the U.S.  Nuclear Regulatory Commission, and the affected

nuclear utilities on the investigation and corrective/preventative

actions associated with the Coltec-FMED Part 21 File No.  97-002.



The metallurgical examination of the subject weldments, engineering

analysis and the final Engineering Report has been completed.  The

Engineering Report states the conclusion that all the joints tested were

found to be of adequate strength for the application, even though full

penetration was not achieved in most cases, and that no rework of field

piping is necessary.  The final engineering report, which includes all

appendices, is attached.



Actions to preclude recurrence of less than full penetration welds

includes formal training for all welding personnel on weld joint design,

designation, and interpretation.  This corrective action is being tracked

by Coltec internal Corrective Action Request 1750, which is scheduled to

be completed by September 29, 1998.



Based on the final engineering report and corrective action plan, FMED

considers this Part 21 completed.
