Title: Transient Analyses at Exposures Prior to EOC. Identification of Basic Activity: BWR Transient Analyses Basic Activity Supplied by: Siemens Power Corporation - Nuclear Division Nature of Deviation: BWR Transient analysis results (delta-CPR) at EOC may not always be limiting for the entire cycle. Discovery Date: August 18, 1997 Corrective Actions to Date: Nonconformance report (NCR 6230) was prepared and processed by the management review team. INPO operating experience report (OE 8422) indicated that transient analysis results at end-of-cycle (EOC) might not always be limiting for the entire cycle. The SPC evaluation indicates that normal operation limits (i.e. no equipment out of service) remain applicable at all plants for which SPC has licensing responsibility. Some plants have operating limits that support operation in various equipment out of service (EOOS) scenarios. A review of the impact of cycle exposure on the EOOS operating limits is ongoing. The only plant operation potentially affected by this ongoing EOOS evaluation is LaSalle Unit 2 Cycle 8. Preliminary results indicate that the only situation where the current limits may not provide adequate protection is operation below 30% power with the turbine bypass valves inoperable. LaSalle Unit 2 Cycle 8 is not expected to start up until spring of 1998. However, should the plant start up prior to the completion of the evaluation, administrative limits have been provided to ensure LaSalle safety limits are protected.
