NRC ADMINISTRATIVE LETTER 94-07:  DISTRIBUTION OF SITE-SPECIFIC AND STATE
EMERGENCY PLANNING INFORMATION


Addressees

All holders of operating licenses and construction permits for nuclear power
reactors.

Purpose

The U.S. Nuclear Regulatory Commission (NRC) is issuing this administrative
letter to inform addressees that the NRC would welcome receipt of copies of
the information brochures that are disseminated annually to the public
pursuant to 10 CFR Part 50, Appendix E, and also updated State and/or local
emergency plan information.  This information will be used to augment the
information contained in the site emergency plan.  Placing the NRC on the
distribution list is strictly voluntary.  Therefore, no specific action or
written response is required.

Discussion

Licensees are required to disseminate basic emergency planning information
annually to those members of the public within the plume exposure pathway
emergency planning zone.  In addition, most licensees update their State
and/or local emergency plans annually.  The NRC has found that the information
in these documents is very useful when used together with the site emergency
plan during emergency exercises and actual events.  This information is used
to ensure that the NRC and other authorities use the same terminology and
place names when referring to simulated or real actions to protect the public.

Requested Information

Licensees who wish to voluntarily submit 10 copies of their annual emergency
planning information brochures and 1 updated copy of their State and/or local
emergency plans are requested to send these, when issued, to the Chief,
Incident Response Branch, Office for Analysis and Evaluation of Operational
Data, U.S. Nuclear Regulatory Commission, Washington, D.C. 20555.  A current
version of the brochures and plans would also be useful in advance of the next
annual issuance.

The voluntary information collections contained in this request are covered by
Office of Management and Budget Clearance Number 3150-0011, which expires
June 30, 1994.  The public reporting burden for this voluntary collection of

maintaining the data needed, and completing and reviewing the collection of
