2.0 Site Status Summary

On June 7, 2013, Southern California Edison (SCE) announced plans to permanently retire Units 2 and 3 at the San Onofre Nuclear Generating Station (SONGS). The NRC staff established an inspection and oversight program that is appropriate for the licensee's proposed decommissioning activities.

SONGS Units 2 and 3 have been shut down since January 2012 due to issues with the replacement steam generators for both units, and permanent cessation of operations and removal of fuel from the reactor vessels were certified in June and July 2013.  Southern California Edison, the licensee, selected a decommissioning general contractor, SONGS Decommissioning Solutions, which is a joint venture of EnergySolutions and AECOM.  Southern California Edison retains the SONGS licenses and maintains the overall lead for the site's decommissioning.  The participants have chosen the DECON method.  Transfer of the fuel from Unit 2 and Unit 3 to the Holtec International Storage Module (HI-STORM) Underground Maximum Capacity (UMAX) storage system was completed on August 6, 2020.  By the end of 2028, the licensee is expected to have completed all D&D work necessary to obtain NRC approval to demonstrate unrestricted future use for all final status survey units, not including the ISFSI.  The licensee projects that all decommissioning activities will be completed by 2051, approximately two years after the anticipated removal of the last spent fuel from the SONGS ISFSI.

3.0 Major Technical or Regulatory Issues

The following milestones are tentative and offered to promote an understanding of the key events that will occur as SONGS continues through the decommissioning process. Specific dates listed are subject to change. The milestones provided apply to both Units 2 and 3 unless otherwise noted. Updated information on these activities will be provided as it becomes available.
