List of Construction Inspection Reports

The U.S. Nuclear Regulatory Commission (NRC) regulates the construction and operation of new commercial nuclear power facilities. The NRC performs inspections and audits to oversee the commercial nuclear industry to determine whether its requirements are being met by licensees and applicants, and their contractors. The staff conducts inspections to review activities associated with early site permits and combined license (COL) applications, and conducts Pre-Design Certification and Pre-COL audits. The results of these inspections and audits can be found on the QA Inspections for New Reactor Licensing web page.

The NRC also implements a Construction Inspection Program (CIP) at sites that are under construction. The core of the CIP is carried out by construction resident (on-site) inspectors (CRIs) assigned to the site by Region II. The number of CRIs at a site will be dependent on the projected workload at the site. The CRIs will be supplemented with additional personnel from Region II, other regional offices, and Headquarters technical staff, as needed, to provide reasonable assurance that the as-built facility conforms to the conditions of the COL. NRC resources are carefully managed to ensure that construction inspection activities do not in any way detract from the ongoing oversight of operating reactors.

This page is updated on a quarterly basis and as needed to support the basis for a plant's Action Matrix column designation. Only the cover letters of security-related inspection reports are publicly available.

On July 31, 2017, South Carolina Electric & Gas Company (SCE&G) announced that it had stopped construction of V.C. Summer Units 2 and 3, as documented in a letter dated August 17, 2017.

The NRC ceased inspection and Construction Reactor Oversight Process activities for V.C. Summer Units 2 and 3 after the July 31 announcement. This page contains information related to V.C.
