Agencywide Documents Access and Management System (ADAMS)

Abstract: The Agencywide Documents Access and Management System (ADAMS), implemented in April 2000, is an electronic document management system that maintains the Nuclear Regulatory Commission's (NRC's) unclassified official program and administrative records in a centralized electronic document repository related to NRC's licensing, research, and rulemaking activities. ADAMS does not contain unclassified safeguards information (SGI) or records containing any category of classified information at any level of classification. Documents generated by the staff or received by the agency in electronic form are stored in their native application form, as well as in Adobe Portable Document Format (PDF). Documents received in paper form or generated using nonstandard electronic applications are scanned and stored in Tagged File Format (TIFF). A searchable text file is generated from these images using optical character recognition software and associated with the image file. Each file is described in a document profile. Documents are retrieved by searching the profile data and/or the text of the document. Offices and staff can organize their documents using folders and subfolders.
The subset of agency records that are publicly available are stored in public libraries accessible via the agency's Web site. From the NRC's Web site, the public can access the ADAMS Public Libraries using a Citrix interface. ADAMS permits full text and profile searching and provides the ability to view document images, download files, and print locally. It includes extensive indices to the collection and an online ordering module the reproduction and delivery of specified documents for a fee.
Purpose: ADAMS is designed to meet all National Archives and Records Administration (NARA) regulations as an official electronic recordkeeping system. Documents and data stored in the older Nuclear Documents System (NUDOCS) and the Public Document Room's Bibliographic Retrieval System (BRS) will be migrated into ADAMS. Once this is done, these older systems will be shut down.
Agency Program: NARA's acceptance of the system will help NRC comply with the Paperwork Reduction Act and the Electronic Freedom of Information Act.
