TRAINING: No special training requirements have been identified for any documents issued with this change notice.

REMARKS:

IMC 0225 (Training and Orientation Program) is deleted. The requirements of this manual chapter have been incorporated into IMC 1245, "Inspector Qualification Program For The Office of Nuclear Reactor Regulation Inspection Program."

IP 40501 (Licensee Self-Assessments Related to Team Inspections) is revised to implement recommendations from the PIPB audit of IP 40500, "Effectiveness of Licensee Controls in Identifying, Resolving, and Preventing Problems." This revision prevents IP 40501 from being performed as a licensee self-assessment for IP 40500.

IP 50002 (Steam Generators) is revised to: (1) clarify and elaborate on expectations regarding qualified inspection techniques; and (2) provide guidance on the inspection sample size and clarify potential conflicts within licensees' technical specifications.

IP 61726 (Surveillance Observations) is revised to incorporate guidance on preconditioning and the acceptability of performing routine maintenance activities prior to the performance of surveillance testing. This revision does not change estimated direct inspection hours.

IP 62002 (Inspection of Structures, Passive Components, and Civil Engineering Features at Nuclear Power Plants) is issued to provide guidance to inspectors for implementation of the Maintenance Rule. The staff is currently developing guidance to address inspection of containment structures and that procedure will be available summer 1997.

IP 82301 (Evaluation of Exercises For Power Reactors) is revised in response to the policy set forth by the EDO in his memorandum of February 12, 1996 and the NRC commitment in the Public Respon-siveness Improvement Plan described in the Public Responsiveness Initiative published in January 1996. IP 82301 requires the regions to hold a public meeting after all biennial exercise inspections in conjunction with FEMA's public meeting. IP 82301 was also revised to make it consistent with the requirements stated in item II.B.3 of NUREG-0370, "Clarification of TMI Action Plan Requirements."

IP 82701 (Operational Status of the Emergency Preparedness Program) is revised in response to the policy set forth by the EDO in his memorandum of February 12, 1996 and the NRC commitment in the Public Responsiveness Improvement Plan described in the Public Respon-siveness Initiative published in January 1996. IP 82701 requires a public meeting only if the inspection revealed a significant programmatic breakdown of the IP program. IP 82701 was also revised to capture the findings from the performance of TI 2515/131, "Licensee Offsite Communication Capabilities," as a followup item from Hurricane Andrew Lessons Learned Action Plan.

TI 2515/091 (Inspection Followup to Generic Letter 83-28, Item 4.1) is deleted. The inspection requirements of this TI have been completed.

9900 Technical Guidance - TS 3.4.1.4.2 (Component Cooling Water System) is deleted. The technical specification branch has reviewed this guidance and has concluded that while the requirement for more than a single train of CCW in Mode 5 may be specified in some licenses, consistent with the licensee's argument at St. Lucie, the improved STS require only a single CCW train in Mode 5. Therefore, the guidance is deleted rather than being revised as its applicability in a generalized form would be limited.
