Purpose and Format

The research and test reactor operator licensing (RTROL) examiner standards establish the procedures and practices for administering initial and requalification written examinations and operating tests to license applicants and operators pursuant to Title 10, Part 55, “Operators Licenses,” of the Code of Federal Regulations (10 CFR Part 55).

These standards describe the provisions of the Atomic Energy Act of 1954, as amended and the regulations of 10 CFR Part 50, “Domestic Licensing of Production and Utilization Facilities,” and 10 CFR Part 55 on which the program is based. These standards also provide for equitable and consistent administration of examinations to all applicants and licensed operators at research and test reactor facilities.

Each standard describes procedures and practices for a particular aspect of the Research and Test Reactor Operator Licensing Program. Each standard is assigned a three-digit number, and related standards are grouped together for ease of reference. All the standards beginning with the same digit apply to related aspects of the program as follows:

(1) general
(2) preexamination activities
(3) operating tests
(4) written examinations
(5) postexamination activities
(6) requalification examinations
(7) senior reactor operator limited to fuel handling (LSRO) licenses
