Escalated Enforcement Actions Issued to Non-Licensees

This page includes a collection of significant enforcement actions (referred to as "escalated") that the NRC has issued to non-licensees since 1996. Enforcement actions involving non-licensees is addressed in Section X of the NRC Enforcement Policy, NUREG-1600.

Non-licensees include contractors, subcontractors, holders of NRC approvals (e.g., certificates of compliance, early site permits, standard design certificates, quality assurance program approvals, or applicants for any of them), and to employees of any of the foregoing, who knowingly provide components, equipment, or other goods or services that relate to a licensee's activities subject to NRC regulation.

The types of actions and their abbreviations are as follows:

  • Notice of Violation for Severity Level I, II, or III violations: (NOV)
  • Notice of Violation and Proposed Imposition of Civil Penalty: (NOVCP)
  • Order Imposing Civil Penalty: (CPORDER)
  • Order Modifying, Suspending, or Revoking License: (ORDER)

Actions will list the Severity Level (SL) of the most significant violation (SL I is the most significant).
