Criteria for Licensees Applicants, and Other Entities

The NRC issued RIS 2005-31 to give guidance for identifying sensitive information that could be used by terrorists. The following guidance in Attachment 2 to RIS 2005-31 applies to specific categories of NRC nuclear materials licensees and other stakeholders.

10 CFR Part 71: Quality Assurance Program holders	General Information--Sections 1 and 2 Parts A, B and E of Appendix 4 to Attachment 2. While most submittals by QA program holder do not contain sensitive information as defined in RIS 2005-31, give special attention to the guidance on detailed design drawings and the control of registered user lists for transportation packages.

¹ With regards to High-Level Waste, requirements for making information publicly available via the Licensing Support Network (LSN) is contained in 1O CFR Part 2 Subpart J for an applicant of the proposed geological repository at Yucca Mountain in Nevada. Furthermore, the "Joint DOE and NRC Sensitive Unclassified Information and Classification Guide for the Office of Civilian Radioactive Waste Management Program" (CG-OCRWM-1) provides guidance for determining sensitive information.
