Content Requirements for Packages Submitted for CRGR Review

The content requirements presented on this page apply to all proposals for new and revised regulatory requirements, generic correspondence, staff positions, and regulatory guidance that the staff of the U.S. Nuclear Regulatory Commission (NRC) submits for review and endorsement by the Committee To Review Generic Requirements (CRGR). However, the CRGR will waive these content requirements for proposed or final rulemakings, for which the Committee will accept the associated regulatory analysis as a substitute.

Although these content requirements frequently refer to the "Backfit Rule," set forth in Title 10, Section 50.109, of the Code of Federal Regulations (10 CFR 50.109) for power reactors, the following guidance shall also apply in preparing staff proposals for regulatory requirements, generic correspondence, and regulatory guidance related to the nuclear materials facilities:

• backfit provisions of the applicable regulations (e.g., 10 CFR 72.62 and 10 CFR 76.76)
• "Regulatory Analysis Guidelines of the U.S. Nuclear Regulatory Commission" (NUREG/BR-0058)
• "Backfitting Guidelines" (NUREG-1409)
• the Commission's backfit policy and directives

For each proposed action submitted for CRGR review and endorsement, the program office staff shall provide all related documents in electronic format, and shall include the Required Information for Packages Submitted for CRGR Review
