Status of Subsequent License Renewal Applications

On February 24, 2022, the NRC Commission issued three orders (CLI-22-02, CLI-22-03, and CLI-22-04) and Staff Requirements Memorandum, SECY-21-0066, "Rulemaking Plan for Renewing Nuclear Power Plant Operating Licenses – Environmental Review," that impact the subsequent license renewal of the following plants:

  • Turkey Point, Units 3 and 4;
  • Peach Bottom, Units 2 and 3;
  • North Anna, Units 1 and 2;
  • Point Beach, Units 1 and 2;
  • Oconee Units, 1, 2, and 3; and
  • St. Lucie, Units, 1 and 2.

In addition, subsequent License renewal applications that are received after these orders were issued will not be able to rely on the 2013 Generic Environmental Impact Statement. Applicants will be able to rely on the updated GEIS that is in development once it is finalized (expected 2024). The subsequent renewed licenses for Turkey Point and Peach Bottom are still in place.  The Commission ordered that the expiration date of the subsequently renewed licensees be reset to the end of the initial period of extended operation (as affirmed in orders CLI-22-06 and CLI-22-07).  The Commission's direction will hold until the staff completes its re-evaluation of generic environmental issues for subsequent license renewal.

The completion date and certain environmental review milestone dates remain undetermined for plants who have not received a subsequently renewed license and are under review.  The safety review milestones are unaffected.  Updates will be posted on their plant-specific page as soon as possible.

Introduction

The Nuclear Regulatory Commission (NRC) staff has defined subsequent license renewal (SLR) to be the period of extended operation from 60 years to 80 years. The Generic Aging Lessons Learned for Subsequent License Renewal (GALL-SLR) Report is the NRC staff's generic evaluation of plant aging management programs and provides guidance for SLR applicants. The GALL-SLR Report establishes the technical basis for the adequacy of applicant aging management programs that are found to be consistent with its guidance.

The Standard Review Plan for Review of Subsequent License Renewal Applications for Nuclear Power Plants (SRP-SLR) provides guidance to NRC staff reviewers in the review of a subsequent license renewal application (SLRA). The SRP-SLR assists reviewers in verifying that the applicant has met the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 54, "Requirements for Renewal of Operating Licenses for Nuclear Power Plants." The SRP-SLR ensures the quality and uniformity of NRC staff reviews and establishes a well-defined base from which to evaluate applicant programs and activities for the subsequent period of extended operation.

The GALL-SLR Report and SRP-SLR were issued as NUREG-2192 and NUREG-2191, respectively, in July 2017.
